Chuck Covington was born September 11, 1949 in New York City. Mr. Covington graduated from Mt. Vernon High School, in Mt. Vernon, New York in 1967.
Mr. Covington began his college education in the fall of 1968, at Sullivan County Community College in South Fallsburgh, NY., where during his first term of study he was elected President of the Student Government Association, this was the first time in the schools history that a student from outside of Sullivan County was elected to the Presidency (not to mention a non-Jewish & Black student) Mr. Covington was subsequently elected President of the regional organization of Community Colleges (C.I.S.G.A.), which was composed of the six surrounding county schools which began geographically approximately one hours drive North from New York City. Bob Greene is currently Senior Account Manager for Motor Coach Aftermarket Sales Division at REI, the leading manufacturer of electronics for the transportation industry. A career of over 20 years in Sales for various organizations with over eight years serving the motor coach market with REI, Bob is one of the most respected coach entertainment experts in the North America. He works as company liaison for many of the motor coach industry’s various associations and serves as a reliable resource for motor coach operators across the country. Bob graduated from the University of Nebraska – Lincoln in 1984 and resides in Omaha, NE, REI’s corporate headquarters.
HALSEY KING
President, Halsey King & Associates
Halsey is President of Halsey King & Associates, Inc., with more than 26 years of experience in the repair, inspection and management of vehicle fleets, he is a regular speaker and writer on maintenance and technology issues. His articles appear in many transportation and engineering magazines and he is published on the World Wide Web. Halsey has provided consulting services and training to over 700 fleets worldwide, including fleet manager technicians and Highway Patrolmen in 43 states. His work has taken him to England, Saudi Arabia, Mexico and Canada. Currently, he provides a set of maintenance seminars for CTAA, Metro Magazine, The American Bus Association and the United Motor Coach Association. He has been active in several transportation organizations, including the Transportation Research Board and their Transportation Cooperative Research Program, the Center for Automotive Safety, American Trucking Association and the American Public Transit Association’s Maintenance Council. Halsey served on the Board of Directors for the Society of Automotive Engineers (SAE) and also served on the organizing Board of Governors for SAE’s new Service Technicians Society.
Halsey mastered the mechanic training programs at Cerritos City College, Long Beach City College, and Cummins Engine School and received his Journeyman Mechanics license from the State of California in 1972. He received his Designated Subject teaching credentials in 1988 and taught Automotive Fleet Management and Technology at San Diego City Schools. Halsey serves on a number of technical committees and competes for special projects with the U.S. DOT, TRB, FTA, and several of the TCRP research projects. He is a regular speaker at major universities and organizations. He has developed and presented the CTAA’s vehicle maintenance management and inspection training program to hundreds of people from coast to coast. He is published in several industry periodicals and was listed as a spokesperson with USA today. Halsey was a founding member of FTA’s newly formed Transit Standards Consortium and played a key role in obtaining its funding from DOT/FTA. He provided maintenance management oversight for the FTA at the four shops of the U.S. Olympic games in Atlanta. Last year, Halsey King & Associates reviewed and redesigned the fleet preventive maintenance program at several public and private fleets nationwide. In 2000 Halsey developed the “Introduction to Preventive Maintenance Program” for the Rural Transportation Assistance Program (RTAP). This work was funded by the Federal Transit Administration and distributed to all U.S.DOT offices.
STEVE SPATA
Technical Services Manager, National Truck Equipment Association (NTEA)
Steve Spata has served as an engineer in the automotive industry for over twenty years, having worked for Ford Motor Co and two Tier 1 automotive suppliers before joining the NTEA. He represents the NTEA as a partner in a comprehensive program with several Federal Agencies to improve ambulance crash safety and is a member of several different ambulance standards development committees. He has also authored many articles and developed tools and publications to assist the NTEA’s membership with compliance of the vehicles and equipment they produce to the regulations of the NHTSA, FMCSA, OSHA and other Federal agencies.
DAVID WEBB
Owner, Capitol Coach Works
David Webb is President of Capitol Coachworks, a full service commercial transportation dealer in the Washington, DC area. His professional career began in 1977 with a Fortune Five Hundred heavy equipment manufacturer and includes tenures with three mid-sized bus manufactures. In addition to his experience as an owner of an established diversified vehicle manufacturer, David Webb also has direct experience in banking, insurance, international sales, and maintenance. Couple this with a B.S. in Business Administration from Syracuse University and an M.B.A. from Vanderbilt University; and operators, manufacturers, and suppliers alike have learned to utilize his depth of experience as an asset for their organizations. Most recently, David Webb has focused his attention on introducing Hybrid Electric mid-sized buses to government and commercial operators. He is also developing innovative leasing alternatives for a variety of Federal Agencies and independent operators. David Webb enjoys downhill skiing with his family but has recently learned to adjust his style to be more consistent with his age.
STEPHE YBORRA

As NGVAmerica's Director of Marketing & Communications, Stephe Yborra helps his industry assess market opportunities and barriers and develops programs to address them. In addition to preparing market and technology analyses, he serves as his industry's lead liaison with niche market fleet management organizations, coordinates industry exhibitions, writes and presents educational seminars and manages his organization's communications outreach and trade press relations. Prior to working on NGV issues, Stephe was president of Energystics, Inc., an energy technologies consulting firm he founded in 1996 to assist government, academic institutions and private industry commercialize new and emerging natural gas-fired cooling, distributed generation and industrial technologies. From 1986-1996, he held various communications and marketing positions at the American Gas Association. Stephe attended Rutgers, Drexel and Temple Universities, earning Bachelor's degrees in Communications and Marketing.
MIKE YOHE
General Manager, Ace Parking
Mike Yohe has over 14 years of airport parking and shuttle management experience. Mike currently is the General Manager for Shuttle Operations at the San Diego International Airport. Previously, Mike was with Diamond Parking in Spokane, Washington where he managed the off-airport parking, valet parking and a 1000 unit self storage facility at the Spokane International Airport. Mike was with Park ‘n Ride in San Diego from 1997 until 2004. Mike has earned the accreditation of Certified Parking Professional (CPP) from the National Parking Association and has a Bachelor of Arts degree in Communications from the University of California, San Diego.
